Suggestion Ability to search individuals that aren't tied-up

Suggestion: Ability to search individuals that aren't tied-up, a pop-up asking for their permission should this be attempted.
Why it would be worth adding: This allows those who do not carry around a bunch of ties (i.e a majority of the citizenry) to search others. It also means that civil-protection do not have to carry around dozens of ties just to commit to searches, instead performing pat-downs of complying individuals. It's just a quality of life feature that I believe has no real drawbacks.

they get a pop-up with accept, decline, block (blocks it for the next 30 seconds)
